Handlung

Nach ihrer Reise mit Ash und Rocko kehrt Misty nach Azuria City zurück und sagt Togepi, dass sie bald da sein werden und verspricht ihm, dass es dort etwas zu essen kriegt. Togepi freut sich und Misty erreicht die Spitze eines Hügels, von dem sie ihre Heimatstadt aus sieht. Als sie in der Stadt ankommt, sieht sie viele Menschen, die sich um einen großen TV-Bildschirm versammelt haben. Man sieht einen Beitrag über die Pokémon Inspection Agency, kurz PIA, welches die vierte Arena in weniger als einem Monat geschlossen hat. Man sieht dann die Agentin Thedora, die erklärt, dass alles unter Standard liegende schließen. Dies meint, dass alle uncoole, unsichere und dreckige Arenen gnadenlos ihre Lizenz verlieren. Als sie hört, dass die Agenten auf dem Weg nach Azuria sind, läuft Misty zur Arena. Auf dem Weg dorthin wird sie aber von den unbesiegbaren Pokémon-Brüdern gesehen, die sich an ihr letztes Zusammentreffen erinnern und Rache wollen.

Schließlich erreicht Misty die Arena und ruft, um zu sehen, ob jemand dort ist. Alle Anwesenden sind aber mit einem Garados beschäftigt, das im Pool schwimmt und aggressiv zu sein scheint. Am Rand steht Schwester Joy mit vier Jungen, von denen einer ins Becken fällt. Garados verfolgt ihn und Misty kommt an und fragt, was los sei. Die Jungen stellen sich als Fanclub ihrer ihrer Schwestern vor und sagen, dass Misty beinah so hübsch wie diese sei. Sie haben nach der Arena geschaut, bis sie zurückkehrt, doch Garados randaliert seit Tagen und kann nicht beruhigt werden. Schwester Joy erklärt, dass es in einem endlosen Aggressionwelle gefangen sei und fragt Misty nach Rat. Misty will es zurück in seinen Ball holen, doch die Schwester vermutet, dass dies auf Grund seiner Verfassung nicht funktionieren würde. Misty ruft Quaxo, doch stattdessen kommt Mistys Enton aus dem Ball und fällt ins Wasser. Bevor es ertrinkt, befördert Garados es mit seinem Kopf an den Beckenrand, wobei auch der Junge getroffen und hinausgeschleudert wird. Während Quaxo klatscht, flieht der Fanclub und Garados randaliert weiterhin.

Schwester Joy geht mit Misty die Treppe hinunter, wo die Trainerin ihr Seeper und Starmie wiedersieht. Doch nun ist Garados im Aquarium und Misty muss sich etwas ausdenken. Joy ermutigt sie dazu, sich etwas auszudenken, doch Misty hat ein Problem: Sie hat Angst vor Garados, welche auf eine Geschichte aus der Vergangenheit gründet. Sie krabbelte als Baby in den Mund eines Garados und wurde beinahe verspeist. Misty will ihre Angst überwinden, da sie als Arenaleiterin Verantwortung zeigen muss. Die Pokémon-Brüder schauen durch ein Fenster in das Gebäude und wollen das Garados-Problem gegen Misty verwenden. Misty hat sich nun in ihr Meerjungfraukostüm geschmissen und erklärt, dass sie einst mit Garados, als es noch ein Karpador war, an einer Wasserballettshow teilnahm und dass es sich erinnern könnte und so ruhig wird. Als sie untertaucht, schließen sich die Arenapokémon ihr an und tanzen mit ihr. Garados schaut kurz zu, setzt dann aber Whirlpool ein. Misty kriegt keine Luft mehr und wird ohnmächtig, sieht jedoch noch wie Seeper sie zur Oberfläche bringt.

Die Pokémon-Brüder sind mit dieser Wendung nicht sehr zufrieden und befehlen den Tentoxa mit Wickel, Blubbstrahl und Hydropumpe anzugreifen, doch Garados wehrt alle Angriffe ab, bevor es sie mit Hyperstrahl wegschleudert. Dann werden die Brüder mit Hydropumpe hinterhergeschickt. Die Zuschauer jubeln und Garados kehrt glücklich in seinen Ball zurück. Schwester Joy gratuliert Misty und sagt, dass sie sich als perfekte Arenaleiterin bewiesen habe. Misty ist verwirrt und die Schwester erklärt, dass sie ein PIA-Agent sei. Außerhalb der Arena erklärt Joy, dass sie nun nach Hoenn reisen wird und Misty beauftragt sie, Ash, falls sie ihn treffen sollte, zu sagen, dass sie es endlich zur Arenaleiterin geschafft habe. Joy stimmt zu und verabschiedet sich, während Misty an Rocko und Ash denkt. Sie weiß, dass es ihnen gut geht und dass sie ebenso auf eigenen Beinen stehen kann. Sie beginnt nun mit dem Training der Arenapokémon, womit die Episode endet.

-Finally at Cerulean Gym, Misty calls out to see if anybody is there. However, everyone is preoccupied by a Gyarados in the swimming pool that seems very angry. At the side of the pool is Nurse Joy with four boys, one of which falls in. As the Gyarados begins to chase him, Misty arrives and asks what's wrong. The boys introduce themselves as the local chapter of her sisters' fan club, and comment that she is almost as pretty as they are. They were looking after the Gym until Misty got back, but Gyarados has been in an endless rage for days, and they can't calm it down. Nurse Joy explains that it is caught in an endless agitation loop, and suggests that Misty could think of something.
-Misty decides to try to get Gyarados to return, but Joy tells her that it won't work while Gyarados is so distressed. Next, Misty sends out Politoed. However, Psyduck also comes out, and falls into the water. Before it drowns, Gyarados headbutts it out, hitting the boy who is still in the pool, and sending them both onto the poolside. As Politoed claps, the fan club make a hasty exit while Gyarados continues to rage.
-Misty and Joy head downstairs, where Misty is reunited with Horsea and Starmie. However, Gyarados is now in the aquarium and Misty needs to figure out what to do. Joy confirms that she will need to find a way to rein it back in, but there is a problem: Misty has a fear of Gyarados that goes back to when she was a baby. As she was crawling along, she crawled into the mouth of a Gyarados and was almost eaten. Misty decides that she will have to get over her fear if she wants to uphold her responsibility. Watching in the window, the Invincible Pokémon Brothers decide to use the Gyarados problem against her.
-Misty in now on the diving board in her mermaid costume. She explains that she once took part in a water ballet with the Gyarados when it was a Magikarp, and that recreating their special moment may calm it down. After diving into the water, she is joined by the Gym Pokémon, who then dance with her. Gyarados watches for a moment, but then uses Whirlpool on them. Trapped, Misty runs out of air, but in her last moments of consciousness she sees Horsea pushing her to the surface.

Misty tells them that they made a mistake, and that she is not good enough. But they say that of course she is, and that they believe in her.  Nurse Joy disqualifies them, and bans them from all official Pokémon matches. To try to reverse this, the Tentacruel are ordered to use Poison Sting on Gyarados. Misty impulsively protects Gyarados by diving in front of the stings and takes the hits herself. Gyarados is taken aback by how far Misty is willing to go to protect it. Kim's Tentacruel then Tackles her into the cage, and the air is knocked out of her. As she floats down to the bottom of the pool, Gyarados is horrified that she could drown, and it frantically begins to bang on the cage again. As everyone other than the Invincible Pokémon Brothers watch in worry, Gyarados makes a particularly powerful hit, making the cage collapse. Gyarados quickly speeds Misty to the surface.
-The Invincible Pokémon Brothers are not happy with this turn of events, and order the Tentacruel to attack with Bind, BubbleBeam, and Hydro Pump. However, Gyarados easily reflects these, before using a Hyper Beam to send the Tentacruel blasting off. A Hydro Pump quickly sends the Invincible Pokémon Brothers to the same fate. As the crowd cheers, Gyarados happily returns to its Poké Ball. Nurse Joy congratulates Misty and tells her that she has proven herself to be a fine Gym Leader, and that her Gym has passed inspection. Misty is confused, but Joy explains that she is a Pokémon Inspection Agent.
